The Central Bank of Nigeria (CBN), said any failed instant payment transaction not reversed into the customer’s account within 24 hours after complaint by the sender or beneficiary should be reported to CBN
The Director, Consumer Protection Department, CBN, Mr Kofo Salam-Alada said this in an interview with the News Agency of Nigeria (NAN) on Sunday in Abuja.
The director recalled that the CBN had in September 2018 published a circular on the guidelines for instant electronic payments, which also include sanctions for banks and other financial institutions that abuse the system.
He said that the CBN had mandated banks to pay a fine of N10,000 to customers for each failed transaction not resolved within 24 hours.
“When you do instant payment, you want it to be instant and when it is not achieved then there should be sanctions to such providers.
“However, we want to use this medium to inform the public that the first point of call is actually your service provider not CBN and it is only when your bank cannot resolve it and there’s no promise of resolution that you come to CBN.
“After that, the CBN can step in and look at the issues and see whether the customer is entitled to what he’s claiming against the bank.
“It is not all the time that customers come to the bank that they will get what they want.
“We will examine the issues and see whether there was any failure on the part of the bank before the decision is made,” he said.
NAN recalls that the Circular was issued on the regulation of instant inter-bank electronic funds transfer services in Nigeria to all Deposit Money Banks, microfinance banks, mobile money operators, development finance institutions and payment service providers.
The CBN in the circular announced that any failed instant payment transaction not reversed into the customer’s account within 24 hours will attract a fine of N10,000.
It also said that delayed application of inward NIP into beneficiary’s accounts beyond four minutes would attract a penalty fee of N10,000 per item.
According to the CBN, all instant electronic funds transfer disputes should be resolved within three working days.
Also, where a customer and the bank fail to agree, the aggrieved entity should report to the Director, Consumer Protection Department, CBN within five working days of the failure to resolve the dispute so as to minimise customer pain.
Meanwhile, some customers who spoke to NAN urged the CBN to do all it could to ensure the banks complied with its directive.
Mrs Agatha Eze, a trader, said she transferred money to her customer who supplied some items to her in Kano and it took three days before the customer was credited.
“I had to go to my Gurantee Trust Bank branch to make a complaint of the issue on the second day where I was told to fill a form.
“It took up till the next day before the customer was finally credited, after much misunderstanding from all parties.’’
Mr John Ogar, a business man, also complained of having issues with a client due to a failed transaction where the money was not reverted immediately.
“Yesterday I had a serious clash with a client who I transferred money to and he did not receive the money.
“The money left my account but did not get to him immediately due to network failure from his bank according to what my accountant said.
“The advent of e-transactions is good and commendable but with all these issues it is causing between me and my clients, I may not continue using it.
“If the CBN is asking us to go cashless and do e-transactions, they should also ensure the certainty and ease of doing such transactions.’’

Prince Philip, 97, was not injured in the accident, which happened as he drove a Land Rover out of a driveway onto the A149 shortly before 15:00 GMT.
Norfolk police confirmed officers were called to the scene shortly before 3pm after a Land Rover and a Kia were involved in a collision.
The driver of the Kia suffered cuts, while the passenger sustained an arm injury, police said. Both were treated at the Queen Elizabeth Hospital in King’s Lynn.
A statement said the road remained open and both vehicles were recovered a short time later.
Nick Cobb, a long-time Babingley resident, was driving past with his 16-year-old daughter Emily at about 15:10 GMT when they spotted an overturned car about 100 yards from their house.
“The [Land Rover] was on its side on a private road.
“The other car was well into the hedge on the opposite side of the road.
“There was lots of debris in the road, lots of glass and lots of other cars, some police cars, some from the Sandringham Estate and about six ordinary looking cars that looked as though they had stopped to help.
“We only found out that it was the duke’s car when we saw it on the news. The road was not blocked by the crash and was open when we came past.”

The state coordinator of President Muhammadu Buhari campaign support groups in Akwa Ibom and former Speaker of the state House of Assembly, Engr. Ignatius Edet has dumped the All Progressives Congress (APC) for the Peoples Democratic Party (PDP) alongside 5,000 other members.
The defection took place during the flag-off of the campaigns of Governor Udom Emmanuel in Uyo township stadium.
Edet said his reasons for leaving the PDP to the APC did no longer exist, saying that is why he has returned to the party.
He said, while in the APC, he and his people were marginalised but that he has returned to make sure Governor Udom Emmanuel is re-elected in the forthcoming elections.
“Udom Emmanuel is going back to the Government House. Your Excellency, I am happy to come back home. The things that made me to leave PDP is no more there.
“When I was in APC, they marginalised my people saying they are god. I have over 5,000 people who are supporting me, that we shall support Udom Emmanuel for 2019,” he said.

Event took a different turn yesterday, when both the out-going CP and the newly appointed resumed office together as commissioners of Lagos.
Commissioner of Police Imohimi Edgal, who was billed to hand over following his earlier redeployment, resumed at works and said he remained in charge.
Kayode Egbetokun, a Deputy Commissioner of Police (DCP), who was to take over the baton after a joint news conference, arrived at the Command ahead of Edgal.
The handing over could not hold due to an “order from the police headquarters in Abuja”.
Reporters were told that the event scheduled for 1:30 pm had been shifted to 3pm.
But few minutes after 3pm, there were jubilations in the Conference Hall where the Divisional Police Officers (DPOs) and the Area Commanders, waiting for the briefing by the Acting CP converged.
Not quite long, Edgal, who briefed the reporters in the company of Egbetokun, said: “Gentlemen of the press, are you here for the handing over and taking over? Are you here because you like me or you are eager for me to leave? Well, there is a directive that the status quo should remain till further notice.”
“I am sure that Kayode Egbetokun is an old-timer in the command. Our first job as police is order and directive; we were about concluding the handing over and taking over procedure when we were instructed by our bosses from Abuja to suspend action for now. So, there is no change of guard for now,” he said.
He did not entertain any question.
Egbetokun, who came with his personal effect and his personal staff, left the command, saying: “We are government agents and we are always taking directives.”
As Edgal was leaving for Abuja to meet with the Acting Inspector-General of Police, (IG), Mohammed Adamu, there was gunshot salute.
The policemen attached to Edgal’s convoy shot four times into the air to celebrate the “good news.”
On arrival, Egbetokun’s car had been parked at CP’s parking lot while Edgal’s car was parked at another place.
It was gathered that as the duo was having a closed-door meeting, a phone call, believed to be from the IG’s Office came in and directed that the change of guard be put on hold till further notice.
After the announcement, Egbetokun’s vehicle was replaced at the parking lot with Edgal’s.
